Assumptions

Calculation notes
- Tier capacity = each tier amount times its target sponsor count, summed across tiers.
- Remaining cash gap = funding gap - tier capacity. The result does not go below zero.
- Coverage percent = tier capacity divided by funding gap when a funding gap is entered.
- In-kind outstanding is the total estimated value of rows still marked needed. Offered rows are reported separately, so one offered item does not reduce a different need.
- Follow-up completion = done tasks divided by all entered follow-up tasks.
- Rows still marked needed and follow-up tasks not marked done appear in the review notes.
- Negative money values are treated as zero. Fractional target counts are rounded down.
